Prior to Vardø Municipality’s implementing Public 360° Online they had an old system that was a patchwork quilt of a case management system and various operating systems and Office versions. The case management system was not adapted for the Internet and required a lot of maintenance. At the same time, using it was cumbersome and there was a lot of downtime due to technical problems. As a result, the users viewed case management as something scary and foreign, so the top managers often wound up handling the case management. Moreover, the municipality was unable to comply with legal requirements such as the archiving regulations.
